I'm developing and playtesting a game for the Savage Worlds system set in 1906. Savage Worlds is a miniatures-heavy RPG system, and we've been having to "make do" with steampunk Victorian and wild west miniatures.
Currently my players are crossing the Algerian deserts with the first mechanized infantry company of the French Foreign Legion (as it *could* have happened).
We've needed legionnaires, sailors, armed civilians, and Imperial German naval and land troops, as well as some Russian mercenaries, palace guards, Rasputin and the Romanovs.
They did meet Mata Hari, so I'm glad to see you have her. Wish I'd known.
The party has several 1906 Charron, Girardot, & Voigt Armored Cars, a few Avencon TGR steam-powered flatbed trucks, two Renault G-1 buses, as well as a pair of Renault AG 2 command cars and some Alcyon Mercury Motorcycles riding scout.
I know it's weird. I know nobody else seems to game in that era. Still, it would be nice to have some 28mm Edwardian / Belle Epoque miniatures and vehicles.

I might suggest one possible source for some of your needs - West Wind does a decent set called "The Hunting Party" (or something along those lines) which includes the Romanovs. As for Rasputin, he's a good candidate for a future "Champions of History" figure.
There are German See Battalion forces available from Pulp, Brigade, and Old Glory (the Old Glory pieces actually aren't too bad, some of the less clunky of their older stuff. They paint up nicely, anyway.)
